Biography
As Chief Counsel for Health Affairs, Jeff Baxter oversees the transactional, regulatory and operational aspects of the Woodruff Health Sciences Center of Emory University, which includes Emory Healthcare, the Emory Physician Group Practice, and the Schools of Medicine, Nursing and Public Health. Prior to joining Emory’s Office of General Counsel in December 2013, Mr. Baxter was the Senior Vice-President and Corporate Counsel with the Athens Regional Health System in Athens, Georgia. Before working in Athens, he was a partner in the Atlanta office of the regional firm Nelson Mullins Riley & Scarborough, where he co-chaired the firm’s healthcare practice group. Mr. Baxter’s earlier experience included a stint as an Assistant Attorney General with the Georgia Law Department representing Georgia’s healthcare agencies. He has served as the Chair of the Healthcare Section of the State Bar of Georgia, on the Executive Committee of the Georgia Academy of Healthcare Attorneys, and as a Hearing Officer for the Georgia Department of Medical Assistance. Mr. Baxter received his A.B. cum laude with Honors in English from Dartmouth College, and his J.D. from the Boston University School of Law.
